[11.06.2006] The new custom duties is entered into the Russian Federation
The Duma had been accepted a number of amendments in the Law "About the custom duties" (The Customs Tariff of the Russian Federation), thus the prices for import the Russian market the next year can sharply bring up.
The rise in prices speaks that, that amendments reduce opportunities of "optimization" of calculations of importers with the budget due to any manipulations with base of these calculations — customs cost of the imported goods.
The matter is that today the custom charges gather depending on what cost of the goods is declared by the importer. It allows unfair suppliers to import into Russia second-hand automobiles in cost of 7000 dollars at the price of 700 and cellular telephones in real cost of 350 dollars at the price of 80 — with the purpose to underestimate customs payments. Amendments should reduce essentially volumes of grey import which in different sectors changes from 10-12 % (medicine) up to 90 % (cellular telephones and other electronic technics).
Since July, 1, 2006 when the law will come into force, customs officers, in a case if the importer cannot give the documents confirming the sum of the transaction, will define cost of the goods imported on territory of Russia, being guided on former transactions with the similar or homogeneous goods.
However experts are afraid, that new rules will give Federal customs service open space for activity. In particular, if the goods are new or unique or simply were not delivered earlier to Russia, at customs bodies the big temptation will appear to not believe the documents declaring the sum of the transaction, and to expose customs cost on the top border.
The Russian importers are afraid of an arbitrariness of customs officers when such goods as textiles, the footwear, leather products, the prices on which at different manufacturers can differ in hundreds times are imported. All this can result in a rise in prices: experts of the market of home appliances speak about a rise in prices in the segment on 15-20 % in comparison with a present level.
