Measures of non-tariff regulation in Russia
The non-tariff measures are the means of administrative regulation of foreign trade activities.Measures of non-tariff regulation include: - licensing;
- quotation;
- certification;
- permit system;
- system of export quotas;
- other restrictions on importation of the goods and means of transport in the Russian Federation and their exportation from the Russian Federation.
The licensing is a sanction to importation, exportation or transit of the goods, that are not supposed to cross free the border of the Russian Federation. Licenses are granted by the Ministry of Economic Development and Trade of the Russian Federation.Certification is aimed at confirmation of the fact that the products meet the established requirements. Quota is introduction of quantitative and cost restrictions on importation and exportation of goods for the certain term applied to separate kinds of goods, countries or groups of countries. As a rule, in the Russian Federation export and the import operations are carried out without quantitative restrictions. Import quota is applied as protective measure in case, when there is a threat of detrimenting to the manufacturers of similar competing goods on the territory of the Russian Federation, and also as a counter-measure to discrimination actions of the foreign trade partners. Licenses are granted on the basis of the quotas on the certain quantity of goods and are valid during the terms indicated in them. Licenses presented to the customs house should be properly registered. Export quotas is a package of measures providing realization of the established procedure of foreign trade activities. Permit system consists in submission of certain permits and certificates of various state bodies to the customs houses for the customs registration and control. - Quality certificate of State Grain Inspection;
- Certificate of the State Bread Inspection;
- Permit of the Ministry of Culture;
- Radiation Safety Certificate;
- Permit of the Federal Agency of Government's Communication and Information;
- State Communications Committee Permit;
- State Geology Committee Permit;
- Permit of the Ministry of the Interior;
- Declaration from the State Register of the Select Products;
- Permit for Products of Plants Chemical Protection;
- Chemical Composition Certificate;
- Hygienic Certificate.
