OpenRussia Terms of Use Agreement
OpenRussia partners search system is designed to promote the goods that are offered to Russian businessmen by foreign companies and are intended to be imported to Russia. OpenRussia catalogue consists of commercial Offers that are placed in Internet at www.openrussia.ru and sorted in accordance with the branches of industry. Here the “Offer” term means a web page that contains the following information about business offer of Seller:
- Name of goods.
- Description of goods (technical and commercial characteristics).
- Information required for import the goods to Russia (customs duty rate, non-tariff regulation, etc.).*
- Contact information of Seller (addresses, phones, faxes, e-mails).
Registered user is able to add new and edit offers placed in the catalogue when the required authorization is completed. One Offer contains information about only one product, which is classified as one HS code (or one service).
OpenRussia and User interaction scheme
- Client registration as Seller.
- Selection of Services Package.
- Selection of the payment method for pay for OpenRussia services.
- Signing in to add new offer.
Procedure of the registration of new Seller
In order to register the new Seller must fill in the registration form. Then the Seller must select the package of services and payment method. The payment can be made either at the time of registration or later. When the client is registered as Seller, he/she can add new offers in accordance with the chosen services package. Offers can be added in “Offer” section of the user account. Then the added offers are moderated and translated. Offers are published only if the chosen package has been paid for.
It is recommended to use the comments provided for each section while filling in the registration form. It will significantly speed up the publication and improve the quality of translation to Russian. We don’t accept and don’t publish the offers about the sale of weapons, drugs, psychotropics and other products that cannot be imported to Russia.
Consideration of the application
Consideration of the application starts immediately after it has been registered at the web site. The process of consideration of the application consists of the following stages:
- Translation of the information that is presented in the Registration form, into Russian.
- Determination of the code (codes) of the goods in accordance with Russian Foreign Trade Commodity Nomenclature (TN VED), that is analogue of Harmonized System of Goods Description.*
- Calculation of the customs duties (duties, excises, VAT), that are required to import the offered goods into Russia.*
- Determination of non-tariff regulation required to import the offered goods to Russia.*
- Creation of the web-page that will contain all this information in accessible form.
- Optimization of this page for popular Russian-language searches in all Russian search engines (Yandex, Rambler, Aport).
Administration of the OpenRussia catalogue notifies the client about the results of consideration of the application via e-mail. When consideration of the application is completed, this application is considered as “ready for publication”. The period of consideration of the application varies from 2 to 48 hours (from the moment of completing of the Registration form) and depends on the goods classification and translation difficulties.
Payments
Publication of offers in the OpenRussia.ru catalogue is a paid service. The following payment methods are available:
- Wire Transfer
- Credit Card
- PayPal payment system
- Western Union money transfer system
- Check or Money Order
Publication of the Offer
Offer is published in the OpenRussia.ru catalogue within one working day from the receipt of payment confirmation. Offer is published in those parts of catalogue that have been selected by Seller at the time of registration. Administration of OpenRussia.ru catalogue reserves the rights to publish the offer in other parts of the catalogue.
Indexing of the Offer
Indexing of the published offer by search engines takes about one-four weeks from the moment of publication (depends of search engine). Administration of the OpenRussia catalogue cannot influence the process of Offer indexing. When the process of indexing is completed the Offer web-page will appear in search engines.
Editing of the Offer
If you need to edit something, go to My OpenRussia section. This section becomes available only after authorization, and requires the password obtained at the time of registration.
Guarantees
All the specialists of the OpenRussia catalogue who are engaged in handling the offer have been specially trained at the Russian Customs Academy and have got Certificates of Competence given by the State Customs Committee. A copy of this Certificate of specialist working at his Offer can be sent to the client by e-mail upon his request at once. Specialists of the OpenRussia catalogue are at constant monitoring of the Customs legislation of Russia. In case of any changes in customs duties or regulations of importation and application of non-tariff regulation the alterations in the offer are being made within 24 hours. A client who has placed an offer is notified about the changes that have been made immediately.
Removal of Offers
An Offer can be removed from the catalogue in the following cases:
- At the instance of a client who has placed an Offer. In this case payments won’t be returned.
- On the expiry of the terms of publication of the Offer, if for some reason a client doesn’t want to prolong the cooperation with the OpenRussia catalogue.
Restrictions
When being registered at the OpenRussia catalogue, a client agrees with the following restrictions:
- Administration of the OpenRussia.ru catalogue doesn’t guarantee any interest among the Russians customers to the client’s Offer that has been published. Nevertheless it will make every effort to let the Russians customers know about the offer that has been published.
- A client who has placed an Offer is fully responsible for the information that the Offer that has been published contains.
- Registration of an application means that a client agrees with the rules stated above.
